Korea Outreach Education: language learning - Sogang Univ ...

Sogang University Korean Language Education Center has opened its Korean Language Teachers Community Website.
The Website address is?http://www.koreanteachers.org/

This website has been developed with two main goals in mind:

1) To offer instructional material that can be used with Sogang Korean Textbooks. At present you can find?

- Powerpoint slides of grammar explanations (for levels 1A/B, 2A/B, 3A/B).
- Flashcards of vocabulary and grammar patterns (for levels 1A/B).
- Images and other visual materials (for levels 1A/B, 2A/B, 3A/B).

Other materials, such as the following, will be uploaded as soon as possible:
- Instructional material individually developed by the teachers of Sogang Korean Language Education Center .
- Lessons plans |?- Review material |?- Grammar and vocabulary reference material.

2) To share teaching materials, experiences and opinions with language teachers in Korean and abroad.
In order to use the material offered and participate in the community, you will have to register to the website.
Once you submit your application, this needs to be approved by the site administrator and the process will
take one or two days.
Of course, comments and suggestions are welcome.?

Lindsay Lohan released from hospital after car accident

Lindsay Lohan Released From Hospital After Bad Car Accident060812_lindsay_lead_ftrLindsay Lohan has been released from the emergency room at an LA hospital after a terrible car accident. She is already back to work!

Lindsay Lohan was in a bad car accident on the Pacific Coast Highway today when her car collided with an 18-wheeler, reports TMZ.

Lindsay was driving a rented black Porsche on the PCH when she crashed into an 18-wheeler, and her car was ?totaled?.

An ambulance was called to the scene, but she was reportedly taken to the hospital by other means. Initial reports are saying she ?seems ok? and doctors are performing tests. Our sources say she was taken to Santa Monica?s UCLA Medical Center.

Update: A rep for Lindsay says she was brought to the Santa Monica UCLA hospital as a precaution and she, and her assistant, have no serious injuries. She is already on her way back to the set of her Liz Taylor Lifetime biopic Liz and Dick. She had been on her way to work when the accident happened.

Exclusive: Spain poised to request EU bank aid Saturday

MADRID/BERLIN (Reuters) - Spain is expected to ask the euro zone for help with recapitalizing its banks this weekend, sources in Brussels and Berlin said on Friday, becoming the fourth country to seek assistance since Europe's debt crisis began.

Five senior EU and German officials said deputy finance ministers from the single currency area would hold a conference call on Saturday morning to discuss a Spanish request for aid, although no figure for the assistance has yet been fixed.

Later the Eurogroup, which consists of the euro zone's 17 finance ministers, will hold a separate call to discuss approving the request, the sources said.

"The announcement is expected for Saturday afternoon," one of the EU officials said.

The dramatic development comes after Fitch Ratings cut Madrid's sovereign credit rating by three notches to BBB on Thursday, highlighting the Spanish banking sector's exposure to bad property loans and to contagion from Greece's debt crisis.

"The government of Spain has realized the seriousness of their problem," a senior German official said.

He added that an agreement needed to be reached before a Greek election on June 17 which could cause market panic and increase the threat of Athens leaving the euro zone if left-wing parties opposed to Greece's EU/IMF bailout win.

The EU and German sources spoke to Reuters on condition of anonymity due to the sensitivity of the matter.

Spain's deputy prime minister, Soraya Saenz de Santamaria, said the government needed to have at least a preliminary estimate of how much extra capital the banks needed before taking a decision.

The International Monetary Fund is expected to announce imminently the results of its own audit.

"It's important to respect the proceedings because it's important to know the ground," she told reporters, while not denying that the Eurogroup would hold a call on Spain's needs.

"Before taking any kind of decision one should at least have a first estimate of the ground and the ground means figures."

The European Commission's spokesman on economic affairs said Spain had made no request for aid but the euro zone stood ready to help.

"If such a request were to be made, the instruments are there, ready to be used, in agreement with the guidelines agreed in the past," Amadeu Altafaj said. "We are not at that point."

European Central Bank Vice President Vitor Constancio said the call for assistance was expected soon.

"It is expected that Spain will formulate a request for aid exclusively for banks recapitalization ... there has to be an expression of will to have such a program for Spanish banks, and one may hope it happens rather swiftly," Constancio said on Portuguese radio.

EFSF FUNDS

If a request is made, Spain is expected to ask for help from the euro zone's 440 billion euro bailout mechanism, known as the European Financial Stability Facility. The amount will depend on the IMF audit and a separate report due by June 21 from two independent assessors, Oliver Wyman and Roland Berger.

The process is likely to involve bonds from the EFSF being injected into Spanish banks with no new capital raised, a euro zone official said on Friday. The bonds can then be used as collateral in operations with the European Central Bank, allowing the banks to access ECB liquidity.

Financial industry sources told Reuters on Thursday that the IMF report had estimated Spanish banks' minimum capital needs at 40 billion euros ($50 billion), rising to 90 billion euros for a fuller recapitalization.

Officials in Spain said the parameters for the IMF and the private-sector audits were effectively the same, meaning Spain could make the request for aid on the basis of the IMF figures rather than having to wait for the other assessment.

The euro zone has been under strong pressure from the United States, China, Canada and other major partners to take swift, decisive action to prevent the debt crisis spreading and causing greater damage to the world economy.

U.S. President Barack Obama said European leaders appeared to be moving in the right direction, but he also emphasized that he was being careful not to tell Europe what to do.

"They understand the seriousness of the situation and the urgent need to act," Obama told a news conference.

Speaking in Berlin, German Chancellor Angela Merkel said she was not pressing any country to take a bailout, saying it was up to Spain to decide what it wanted to do: "It's down to the individual countries to turn to us," she said.

"That has not happened so far, and therefore (we) will not exert any pressure."

Fitch said the cost to the Spanish state of recapitalizing banks stricken by the bursting of a real estate bubble, recession and mass unemployment could be between 60-100 billion euros ($75-$125 billion) - or 6 to 9 percent of Spain's gross domestic product. The higher figure would be in a stress scenario equivalent to Ireland's bank crash.

BAILOUT LITE?

European shares and the euro fell amid mounting concern over Spain following the Fitch downgrade although the Spanish stock market climbed nearly two percent on the prospect of help for the banks.

While Spain would join Greece, Ireland and Portugal in receiving a European financial rescue, officials said the aid would be focused only on its banking sector, without taking the Spanish state out of credit markets.

That would be crucial to avoid overstraining the euro zone's rescue funds, which would struggle to cover Spanish government borrowing needs for the next three years plus possible additional assistance for Portugal and Ireland.

"I think they're trying to get a lighter support package, where the money is headed to the banks and not for financing the fiscal deficit," said Vincent Chaigneau, head of rates strategy at Societe Generale. "But you need to know the details, the size of the program and who participates."

The sudden escalation of the Spanish banking crisis, dramatized by last month's hasty nationalization of troubled lender Bankia, has contributed to raising Italy's borrowing costs towards danger levels as well as Spain's.

Conditions in the plan would be light, related to the banks and would probably not add to the austerity measures and structural economic reforms which Prime Minister Mariano Rajoy's government has already put in place, EU and German sources said.

A "bailout lite" would help salve Spanish pride. Spain is the world's 12th largest economy and No. 4 in the euro zone. EU and German officials have cited national pride as a barrier to requesting a full assistance program.

The European Commission and Germany both agreed in principle last week that Spain should be given an extra year to bring its budget deficit down below the EU limit of 3 percent of gross domestic product because of a deep recession.

The under-13 features could enable Facebook and its partners to charge parents for games and other entertainment accessed by their children, the people said.

Facebook and other popular social sites that operate in the United States currently maintain an age limit to avoid the cumbersome restrictions of the 1998 Children's Online Privacy Protection Act (COPPA), which requires commercial websites to get parental permission before collecting the personal information of any user under the age of 13. COPPA can't protect kids who join in violation of Facebook's rules anyway, and so concerns such as privacy, online predators and bullying remain.

Repeating the statement provided to the WSJ, Facebook told msnbc.com: "Many recent reports have highlighted just how difficult it is to enforce age restrictions on the Internet, especially when parents want their children to access online content and services. We are in continuous dialogue with stakeholders, regulators and other policymakers about how best to help parents keep their kids safe in an evolving online environment."

As the WSJ noted, "a study sponsored by Microsoft Research released last fall found that 36 percent of parents were aware that their children joined Facebook before age 13 and that a substantial percentage of those parents helped their kids in the effort."? Researchers achieve RNA interference, in a lighter package

ScienceDaily (June 4, 2012) ? Using a technique known as "nucleic acid origami," chemical engineers have built tiny particles made out of DNA and RNA that can deliver snippets of RNA directly to tumors, turning off genes expressed in cancer cells.

To achieve this type of gene shutdown, known as RNA interference, many researchers have tried -- with some success -- to deliver RNA with particles made from polymers or lipids. However, those materials can pose safety risks and are difficult to target, says Daniel Anderson, an associate professor of health sciences and technology and chemical engineering, and a member of the David H. Koch Institute for Integrative Cancer Research at MIT.

The new particles, developed by researchers at MIT, Alnylam Pharmaceuticals and Harvard Medical School, appear to overcome those challenges, Anderson says. Because the particles are made of DNA and RNA, they are biodegradable and pose no threat to the body. They can also be tagged with molecules of folate (vitamin B9) to target the abundance of folate receptors found on some tumors, including those associated with ovarian cancer -- one of the deadliest, hardest-to-treat cancers.

Anderson is senior author of a paper on the particles appearing in the June 3 issue of Nature Nanotechnology. Lead author of the paper is former MIT postdoc Hyukjin Lee, now an assistant professor at Ewha Womans University in Seoul, South Korea.

Genetic disruption

RNA interference (RNAi), a natural phenomenon that cells use to control their gene expression, has intrigued researchers since its discovery in 1998. Genetic information is normally carried from DNA in the nucleus to ribosomes, cellular structures where proteins are made. Short interfering RNA (siRNA) disrupts this process by binding to the messenger RNA molecules that carry DNA's instructions, destroying them before they reach the ribosome.

siRNA-delivering nanoparticles made of lipids, which Anderson's lab and Alnylam are also developing, have shown some success in turning off cancer genes in animal studies, and clinical trials are now underway in patients with liver cancer. Nanoparticles tend to accumulate in the liver, spleen and lungs, so liver cancer is a natural target -- but it has been difficult to target such particles to tumors in other organs.

"When you think of metastatic cancer, you don't want to just stop in the liver," Anderson says. "You also want to get to more diverse sites."

Another obstacle to fulfilling the promise of RNAi has been finding ways to deliver the short strands of RNA without harming healthy tissues in the body. To avoid those possible side effects, Anderson and his colleagues decided to try delivering RNA in a simple package made of DNA. Using nucleic acid origami -- which allows researchers to construct 3-D shapes from short segments of DNA -- they fused six strands of DNA to create a tetrahedron (a six-edged, four-faced pyramid). A single RNA strand was then affixed to each edge of the tetrahedron.

"What's particularly exciting about nucleic acid origami is the fact that you can make molecularly identical particles and define the location of every single atom," Anderson says.

To target the particles to tumor cells, the researchers attached three folate molecules to each tetrahedron. Short protein fragments could also be used to target the particles to a variety of tumors.

Using nucleic acid origami, the researchers have much more control over the composition of the particles, making it easier to create identical particles that all seek the right target. This is not usually the case with lipid nanoparticles, says Vinod Labhasetwar, a professor of biomedical engineering at the Lerner Research Institute at the Cleveland Clinic. "With lipid particles, you're not sure what fraction of the particles are really getting to the target tissue," says Labhasetwar, who was not involved in this study.

Circulate and accumulate

In studies of mice implanted with human tumors, the researchers found that once injected, the nucleic acid nanoparticles circulated in the bloodstream with a half-life of 24 minutes -- long enough to reach their targets. The DNA tetrahedron appears to protect the RNA from rapid absorption by the kidneys and excretion, which usually happens with RNA administered on its own, Anderson says.

"If you take a short interfering RNA and inject it into the bloodstream, it is typically gone in six minutes. If you make a bigger nanoparticle using origami methods, it increases its ability to avoid excretion through the kidneys, thereby increasing its time circulating in the blood" he says.

The researchers also showed that the nucleic acid nanoparticles accumulated at the tumor sites. The RNA delivered by the particles was designed to target a gene for luciferase, which had been added to the tumor cells to make them glow. They found that in treated mice, luciferase activity dropped by more than half.

The team is now designing nanoparticles to target genes that promote tumor growth, and is also working on shutting off genes involved in other genetic diseases.

The research was funded by the National Institutes of Health, the Center for Cancer Nanotechnology Excellence, Alnylam Pharmaceuticals and the National Research Foundation of Korea.

Tuesday's recall election of Republican Gov. Scott Walker - a battle that has become a referendum on the future of public sector unions - is the most expensive in Wisconsin history. More than $63.5 million has been spent by candidates and independent groups, the overwhelming majority underwritten by out-of-state sources.?

The record spending total was made possible thanks to the Citizens United U.S. Supreme Court decision, which had the effect of invalidating Wisconsin's century-old ban on independent expenditures by corporations and unions, and a state law that allows unlimited contributions to the incumbent in recall elections.?

The amount spent since November 2011 trounces the state's previous record of $37.4 million, set during the 2010 gubernatorial campaign.

Wisconsin is ground zero in a national fight for unions, which have supported state-based legal and ballot campaigns to overturn laws restricting collective bargaining and automatic dues check offs.


In the first of two debates, Walker vowed to "stand up and take on the powerful special interests," suggesting that national unions have propped up his Democratic challenger, Milwaukee Mayor Tom Barrett.?

While Barrett has received about 26 percent of his $4 million in campaign donations from outside the Badger State, Walker has drawn nearly two-thirds of his $30.5 million contributions from out of state, according to campaign filings released May 29. Walker has outraised Barrett 7 ? to 1 since late 2011, though Barrett didn't enter the race until March 20.?

?"It's big time," said Mike McCabe, director of the campaign finance watchdog Wisconsin Democracy Campaign, which compiled the numbers. "We have a level of outside interference in this election that the state has never seen before."?

Union money pours in
Campaign contributions tell only part of the story. National unions have kept Barrett's campaign alive by funding outside groups dedicated to defeating Walker.?

More than a year since Walker limited collective bargaining rights for most public employees, the nation's three largest public unions -- the National Education Association (NEA), American Federation of State, County and Municipal Employees (AFSCME), and the Service Employees International Union (SEIU) -- have channeled at least $2 million from their treasuries and super PACs to two Wisconsin-based independent expenditure groups.

The American Federation of Teachers, United Food and Commercial Workers, Teamsters, and the United Autoworkers have all dipped into their D.C. treasuries for the Wisconsin recall as well.?

The unions, however, have struggled to keep up with Walker's deep-pocketed, anti-union friends -- like billionaire casino owner Sheldon Adelson and the Republican Governors Association, which received a $1 million contribution from conservative billionaire David Koch in February.?

On March 7, the NEA, the nation's largest union, transferred $3 million to its super PAC, the NEA Advocacy Fund. A week later, that super PAC sent $500,000 to the We Are Wisconsin Political Fund, a state-based independent expenditure group headed by the state AFL-CIO's president. The fund has spent the money on direct mail, phone banking, canvassing and support for other pro-recall groups in the state.?

With access to unlimited corporate and union dollars, independent expenditure groups in Wisconsin may advocate for or against an opponent, but must disclose their donors and spending to the state's Government Accountability Board.?

In early April, the SEIU sent two contributions totaling $500,000 to the We are Wisconsin PAC, which makes direct donations to candidates and parties.?

The NEA and SEIU declined to comment for this story.?

A third public sector union based in Washington, D.C., AFSCME, has set up a special account for the Wisconsin battles, which also include recall votes for four GOP state senators. Much of that money has gone to staff a vast, union-funded network of dozens of field offices in the state. Two weeks before the primary, the national union wrote a $500,000 check to bolster We are Wisconsin, which has paid for union staff from Alaska to Massachusetts to assist with the ground game.?

"This election is going to boil down to a turnout game," said AFSCME national spokesman Chris Fleming, whose union has funded campaign staff throughout the state.?

Labor unions had heavily favored former Dane County Executive Kathleen Falk to challenge Walker.?

"Let's face it, I wasn't their first choice," said Barrett in May's first debate. AFSCME, a major Falk funder, criticized Barrett during the Democratic primary for trying to wring concessions from Milwaukee public employees.?

But when Falk lost to Barrett in the May 8 Democratic primary, national unions quickly shifted their support to Barrett -- who lost to Walker by 5 points in 2010.?

We are Wisconsin and a second group, the Greater Wisconsin Committee, saw an infusion of union cash for Barrett's second attempt in May. We are Wisconsin got another $500,000 from the NEA' Advocacy Fund on May 7 -- making for a cool million from the teachers union super PAC in under two months.?

The American Federation of Teachers also chipped in $350,000 in May.?

We are Wisconsin has spread its wealth too, sending $1.3 million in May to the independent expenditure arm of Greater Wisconsin, a one-stop -political shop comprised of a 527, a (c)4, a PAC, and an independent expenditure fund.?

In late May, Greater Wisconsin took a $500,000 donation from AFSCME and $900,000 more from the Democratic Governors Association to fuel a final online, radio, and TV ad push in the week ahead of the vote.?

Walker's campaign did not return calls for comment, but the governor called Greater Wisconsin "a front group for all the union money coming in," during the first of two May debates.?

Union leaders say the opposition to Walker is home grown.?

"I would tell Walker to look in his backyard," says Fleming of AFSCME. "There were people from Eau Claire and Waukesha and Green Bay, putting together the largest demonstrations at the Capitol since the Vietnam War."?

Super donors for Walker
Walker, meanwhile, has benefitted from the state's election finance rules that allowed his campaign to raise unlimited contributions from individuals after recall petitions were filed in November 2011. His challengers could take no more than $10,000 from individuals.?

Through April, Walker's top three donors combined gave more than challenger Barrett's campaign had raised overall. ?Four of Walker's top seven donors are out-of-state billionaires, including AmWay founder and former Michigan gubernatorial candidate Dick DeVos, and casino magnate Sheldon Adelson, who each gave $250,000 to Walker.?

Adelson has given $26.5 million to super PACs in the 2012 election -- most of it to Winning Our Future, a pro-Newt Gingrich super PAC - making him the most prolific super PAC contributor so far, according to a Center for Public Integrity report. Though he is known primarily for his support of Israel, Adelson also has an extensive history of bitter disputes with unions who want to organize at his exclusively non-union casinos.?

When Citizens United came down, it didn't just nullify Wisconsin's 1905 ban on corporate campaign cash, it also plunged much of the state's campaign finance reporting into darkness.?

"Because corporate and labor expenditures were previously illegal, there were no disclosure laws to regulate their spending," said McCabe. "There's been a precipitous drop off in transparency."?

Since Citizens United, Wisconsin's Government Accountability Board requires independent expenditure groups to register as so-called "1.91 groups," named for the state rule that created them. Of the more than $63 million spent in the race, $22 million has come from these groups -- $16.3 million of it from Walker supporters -- according to the Wisconsin Democracy Campaign.?

Similar to federal super PACs, 1.91 groups can raise and spend unlimited corporate or union dollars and urge voters to support or oppose a candidate. Also, like federal super PACs, they must report their donors -- except when they can avoid it.

The Republican Governors Association has spent roughly $4 million on campaign ads through its Right Direction Wisconsin PAC since April 23. But because the RGA's PAC is based out-of-state, it only has to disclose to state regulators its donations coming from inside Wisconsin, a glaring loophole.?

Of its most recent $4 million outlay, the RGA raised only a little over $7,000 from inside the state.?

The RGA does have to report donors to the IRS, and its 2012 first quarter filing reveals a $500,000 donation from the Chamber of Commerce and a $1 million February contribution from Koch.?

McCabe says the 1.91 groups that are based in-state, like We Are Wisconsin and Greater Wisconsin, also have ways around disclosure rules. The nonprofit arms of these organizations don?t have to disclose donors, and can funnel unlimited money from undisclosed sources into independent expenditure funds ? making the source of a lot of campaign cash ?nearly impossible to track.??

?Outrageous ? ?wrong, but ? legal?
For example, Greater Wisconsin transferred $191,000 from its political fund to its independent expenditure fund in early May. The money would be spent on ads supporting Barrett or opposing Walker. Because its political fund does not have to report donors, no one knows who paid for the ads ? an end-around the state?s disclosure rules that parallels campaign financing tricks at the federal level.?

Then there are issue ad groups which raise and spend unlimited funds, and do not register or disclose their spending. However, they are barred from urging voters to support or oppose a candidate.?

The Campaign for Wisconsin Democracy gathers purchasing data from media outlets, and estimates about $8.5 million in issue ads have been bought during the recall.?

The right-wing groups Americans for Prosperity and Wisconsin Manufacturers and Commerce, known as ?Wisconsin?s Business Voice,? and the anti-union Center for Union Facts have made roughly 75 percent of those purchases. Greater Wisconsin has spent about $2 million, according to McCabe.?

Despite the record fundraising numbers and the unprecedented degree of outside influence, neither Walker?s haul from out-of-state billionaires, nor the national union cash infusion breaks campaign finance law.?

In total, outside spending made by independent expenditure groups and Issue ad organizations, totals $30.5 million in the recall election ? well over half of which has been contributed by undisclosed sources, according to the Wisconsin Democracy Campaign.

?Our goal is not money-based,? said Barham, whose group has focused on voter registration among young voters. ?It?s about showing that a grassroots effort could have an impact.??

Barham?s PAC produced a Web ad critical of Walker?s cuts to education and is canvassing in pivotal Dane County ? where Barrett needs to win big to have a chance.?

At school, Barham has the difficult task of rallying enthusiasm.?

?High school kids see all this big money and say, ?I don?t have a million dollars,?? she said. ?It?s hard to convince people of their political efficacy ? it?s discouraging.?
