What we'll be watching tonight: Rubio and Ryan both address Jack Kemp foundation.

Bush Calls for 'Benevolent Spirit' in Immigration Reform - Univision's Emily Deruy reports - Former President George W. Bush called on lawmakers to tackle immigration reform with a "benevolent spirit" during a conference on immigration and economic growth Tuesday morning. The conference was intended to spotlight immigrants who have contributed meaningfully to the economic growth and culture of the country. "Immigrants come with new skills and new ideas," Bush said. "They fill a critical gap in the labor market." http://abcn.ws/QFz3z2

Daily Cliff Dive - Devin Dwyer wrapped all the cliff news. The lede is President Obama's interview earlier with Blooomberg, where he again insisted rates on the top 2 percent must go up. But he said he sees "potential" for averting the "fiscal cliff."

"We're going to have to see the rates on the top 2 percent go up and we're not going to be able to get a deal without it," Obama told Bloomberg TV in his first televised interview since the Nov. 6 election.

He argued the two sides are talking.

"Speaker Boehner and I speak frequently," he said. "I don't think the issue right now has to do with sitting in a room."

"Unfortunately, the speaker's proposal right now is still out of balance," Obama added, referring to the GOP plan unveiled Monday that would extend all income tax rates at current levels while imposing changes to Medicare and Social Security.

The full wrap is here - http://abcn.ws/Ud1wZ1

McConnell Won't Endorse Boehner Counter-Offer - Sunlen Miller Reports: Senate Minority Leader Mitch McConnell, R-KY., would not say definitively if he supports Speaker of the House John Boehner's proposal to avoid the fiscal cliff.

"It's important that the House Republican leadership is trying to move the process forward," McConnell said today following his party's weekly caucus lunch, "Frankly I had hoped we would be accomplishing more in the real talks that are going on privately. But I can tell you being aware of those, there's nothing going on privately that's not going on publically."

Tapper Points Out - President Obama during LAST YEAR's budget stand-off said: "What we said was give us $1.2 trillion in additional revenues, which could be accomplished without hiking taxes - tax rates, but could simply be accomplished by eliminating loopholes, eliminating some deductions and engaging in a tax reform process that could have lowered rates generally while broadening the base." ( Remarks, 7/22/11)

Today, however, he says the math doesn't work and the rates need to be raised.

Tapper asked this of Jay Carney today - Just a second ago you referred to - when talking about - how the debt ceiling, taking it off the table needs to be part of this deal, you referred to the economy being held hostage by an ideological few. You're aware that when he was a senator, President Obama voted against raising the debt ceiling? Answer here - http://abcn.ws/UEssW0

The Senate and Susan Rice and Angry Mobs in Benghazi - Jon Karl has this pop quiz: Who said this about the attack on the U.S. consulate in Benghazi, Libya, shortly after it happened? "The violence in Benghazi coincided with an attack on the United States Embassy in Cairo, Egypt, which was also swarmed by an angry mob of protestors on September 11, 2012." Was it U.N. Ambassador Susan Rice? No, it was the United States Senate. The Senate passed a resolution the day after the attack in Benghazi, on Sept. 12, S. Res. 551. The resolution was updated and passed again Sept. 22 to add the names of those who had died. The original resolution and the update were approved by "Unanimous Consent," meaning that all 100 senators were officially listed as sponsors or co-sponsors. Neither resolution uses the words "terrorist" or "extremist" or "al-Qaeda." Both resolutions use the phrase "swarmed by an angry mob of protestors" to describe the attacks in Cairo and Benghazi. http://abcn.ws/YvQp61 White House Changes Tune on Puerto Rico - Univision's Jordan Fabian reports - The White House said Tuesday that a majority of Puerto Ricans backed statehood on a November ballot referendum on the island's political status, a change from its suggestion Monday that the result of the vote was unclear. "To clarify, the results were clear, the people of Puerto Rico want the issue of status resolved, and majority chose statehood in the second question," White House spokesman Luis Miranda said in a statement. "Now it is time for Congress to act and the administration will work with them on that effort, so that the people of Puerto Rico can determine their own future." http://abcn.ws/Svs1vc

The Back-Room Deal that Almost Produced Candidate Petraeus - Greg Krieg reports: David Petraeus running for president, with Fox News chief Roger Ailes as his campaign manager and News Corporation boss Rupert Murdoch "bankrolling" the whole operation. That, as first reported in today's Washington Post story by Bob Woodward, was the broad strokes of an offer delivered by a Fox News contributor, on Ailes' behalf, during a meeting with the future, and now former, CIA director in the spring of 2011. The messenger was Kathleen T. McFarland, a Reagan administration veteran now on the Fox News payroll. She told Petraeus that the proposal came straight from Ailes' desk. Petraeus was uncomfortable from the start, clearly anxious about their discussion going public. He asked McFarland to confirm that their conversation was off the record and asked if anyone else was present when Ailes communicated his plan. She is heard on the tape confirming that it's all hush-hush. http://abcn.ws/YM5Cia

The Syria 'Red Line' - "We have made our views very clear. This is a red line for the United States. I'm not going to telegraph in any specifics what we would do in the event of credible evidence that the Assad regime has resorted to using chemical weapons against his own people, but suffice to say we are certainly planning to take action if that eventuality were to occur," Clinton said at a press conference in Prague. A U.S. official confirmed to ABC News that late last week U.S. intelligence determined that Syria, in addition to moving some of its chemical stockpiles, had taken preparatory steps with regards to some of the stockpile. http://abcn.ws/SDVq7P (Parnass and Hughes and Martinez)

Samsung promotes son and heir closer to top job

SEOUL (Reuters) - Samsung Electronics Co pushed the anointed heir of the company Chairman closer to the top job on Wednesday as the it cemented a global lead in smartphones with a stock price that is close to record highs.

The promotion of the snappily-dressed and bespectacled Jay Y. Lee, aged 44, to the job of vice chairman comes after Samsung marked the 25th anniversary of his father Lee Kun-hee's chairmanship last week.

"It is a stamp of approval from the chairman that the vice chairman has shown capability to manage Samsung. It's a major step forward (for Jay Lee to become) the future successor at Samsung," a Samsung executive familiar with the matter said.

Jay Lee is already chief operating officer and president and was thrust into the spotlight in June when then Samsung Electronics chief executive Choi Gee-sung, known to be his mentor, was promoted to lead the entire Samsung group's strategy, a defacto No.2 role within the group to chairman Lee.

Observers said at the time that Choi's move was aimed at preparing a succession plan for Jay Lee.

"As Vice Chairman, Lee will build on his existing responsibilities and take a broader role in managing Samsung Electronics' businesses," Samsung said in a statement.

"Lee will continue to play a critical role in transforming Samsung's business model - the set (product) business into one based on a platform and the component business into a total solution provider."

FROM SMALL TRADING COMPANY TO TECH GIANT

Samsung Group was founded in 1938 by Lee Byung-chull, Jay Lee's grandfather, as a small trading company and Samsung Electronics which is the jewel in the crown of its vast industrial empire now sells more televisions, memory chips, flat screens and mobile telephones than any other company.

Samsung Electronics alone is worth $195 billion based on Tuesday's closing share price.

Jay Lee will have big shoes to fill as it was under his father's watch that Samsung Electronics was transformed into from a low cost producer into a global player that has overtaken Apple Inc in terms of smartphone sales.

The annual Samsung reshuffle of top management, of which Jay Lee's promotion is a part, comes as South Korean chaebols, or big business groups, are under pressure to reform amid growing anger over their dominance in an economy where wealth gaps are widening.

The issue of family succession is viewed as a key marker of transpareny and presidential candidates from the ruling and opposition parties have pledged 'economic democratization' in a bid to rein chaebols' growing economic prowess.

"I think JY Lee's promotion means that he has somewhat proved himself worthy of following in his father's footsteps," said a fund manager at foreign fund based in Seoul who owns 2 million shares in Samsung Electronics.

"However, because of the political climate that is bent on economic democratization which frowns on the cross-shareholding structure, it would be better if the company were to be sensitive to minority and outside voices," said the fund manager who could not be named due to his company's media policy.

While Jay Lee steers clear of the limelight when his father appears in public, he has become the first point of contact at Samsung for many key customers and competitors.

Jay Lee has met Apple's chief executive Tim Cook as well as political leaders from China, Hong Kong and Vietnam.

Critics say he lacks his father's charisma, business insight and entrepreneurship and that he faces tough challenges, not least a patent battle with Apple that is being fought out in courts across the globe.

Lee has a degree in East Asian history from Seoul National University, an MBA from Keio University in Japan and also attended the doctoral program at Harvard Business School. He has two children and went through one of Korea's highest profile divorce cases. ($1 = 1083.4500 Korean won)

TKC BREAKING AND EXCLUSIVE NEWS!!! ANTI-CRIME ACTIVIST ...

Here's an important look at rhetorical diversity and differing approaches to curbing gun violence in Kansas City this afternoon.

By now, we're all familiar with the fact that Kansas City sports columnist Jason Whitlock recently exclaimed that "The NRA Is The New KKK"

Anti-gun talk following the tragedy was bold but maybe not that constructive in creating real change.

    To wit . . .

KANSAS CITY ANTI-CRIME ACTIVIST ALONZO WASHINGTON HAS RECENTLY JOINED THE NRA AND TOUTS HIS VISION AND WORK FOR RESPONSIBLE GUN OWNERSHIP IN THE URBAN CORE!!!

As usual, Mr. Washington's straight forward approach to a complex issue reveals his dedication to the constant fight to curb violence on local streets.

    Check the presser . . .

Anti-Crime Activist joins the NRA to encourage gun related manufactures and organizations to support gun violence prevention efforts in the Kansas City area and beyond.

Kansas City's most outspoken activist against crime & gun violence is now a member of the NRA. Alonzo Washington has been battling the social ills of gun violence for over 4 decades in the greater Kansas City area. He has constantly obtained tips that have been successful in helping law enforcement agencies all over the metro solve a number of high profile and low profile murder cases.

The recent murder suicide case regarding Kansas City Chiefs football player Javon Belcher has put the issues of gun control and violence in the national spotlight. In response to this one noted sports columnist compared the NRA to the Klu Klux Klan. Most people view the gun issue as a black or white issue. One group of people want them banned and another group of people want them open for public consumption. Alonzo Washington believes that the answer to this plight is somewhere between these two perspectives.

For four years Alonzo Washington has operated a special youth program called 3-Gun For Peace. This program is designed to introduce at risk youth to the shooting sports and turn them away from crime and violence. The slogan for the program is "Shoot targets and not each other". The program introduces young people to the legal ways to participate in the shooting sports and how to avoid the world of illegal guns & crime. The course focuses on gun safety, conflict resolution and critical thinking skills. Students in the program take field trips to various shooting ranges and homicides scenes. The number one question in all of the sites visits to crime scenes is how could the murder at that scene could have been prevented? Students are expected to come up with ways that the murder could have been avoided.

To date the program has received sponsorships from the Kansas Rifle Association, Glock, Cabelas, Crimson Trace, Crossbreed Holsters and others. Alonzo Washington has joined the National Rifle Association in order to get more firearms companies and organizations to support efforts to fight and prevent gun violence. Mr. Washington believes that companies that produce guns and make enormous profits from them should be on the front lines of helping society find solutions to the spate of gun violence that oppresses communities all over America. Next year Alonzo Washington plans to take a group of urban youth to the NRA Convention in Texas to further his goals with this effort and special class.

Letterman, Led Zep honored at Kennedy Center

The 2012 Kennedy Center Honorees, from left, John Paul Jones, Buddy Guy, Jimmy Page, Natalia Makarova, Robert Plant, Dustin Hoffman, and David Letterman pose for a group photo after the State Department Dinner for the Kennedy Center Honors in Washington on Saturday.

By Patrick Rucker and Mark Felsenthal, Reuters

Music legend Led Zeppelin was recognized on Sunday alongside entertainers from stage and screen for their contributions to the arts and American culture at the Kennedy Center Honors, lifetime achievement awards for performing artists.

The eclectic tribute in Washington alternated between solemn veneration and lighthearted roasting of honorees Academy Award-winning actor Dustin Hoffman, wisecracking late-night talk show host David Letterman, blues guitar icon Buddy Guy, ballerina Natalia Makarova and Led Zeppelin.?

"I worked with the speechwriters -- there is no smooth transition from ballet to Led Zeppelin," President Barack Obama deadpanned while introducing the honorees in a ceremony in the White House East Room.

Friends, contemporaries and a new generation of artists influenced by the honorees took the stage in tribute.

"Dustin Hoffman is a pain the ass," actor Robert De Niro said in introducing Hoffman, the infamously perfectionist star of such celebrated films as "The Graduate" and "Tootsie."

"And he inspired me to be a bit of a pain in the ass too," DeNiro said with a big smile.

At a weekend dinner for the winners at the State Department, Secretary of State Hillary Clinton noted that the performing arts often requires a touch of diplomacy as she toasted Makarova, a dance icon in the former Soviet Union when she defected in 1970.?

Tiler Peck of the New York City Ballet, who performed in "Other Dances," one of Makarova's signature roles, said she has studied her idol's technique for years.?

"This is a role she created," Peck said.?

Despite the president's misgivings about his own speech, the performance at the Kennedy Center navigated the transition from refined ballet to gritty blues music when the spotlight turned to Guy, a sharecropper's son who made his first instrument with wire scrounged from around his family's home in rural Louisiana.?

"He's one of the most idiosyncratic and passionate blues greats, and there are not many left of that original generation," said Bonnie Raitt, who as an 18-year-old blues songstress was often the warm-up act for Guy.?

George "Buddy" Guy, 76, was a pioneer in the Chicago blues style that pushed the sound of electrically amped guitar to the forefront of the music.?

"You mastered the soul of gut bucket," actor Morgan Freeman told the Kennedy Center audience. "You made a bridge from roots to rock 'n roll."?

In a toast on Saturday night, former President Bill Clinton talked of Guy's impoverished upbringing and how he improvised a guitar from the strands of a porch screen, paint can and his mother's hair pins.?

"In Buddy's immortal phrase, the blues is 'Something you play because you have it. And when you play it, you lose it.'"?

It was a version of the blues that drifted over the Atlantic to Britain and came back in the finger-rattling rock sound of Led Zeppelin.

Jimmy Page, 68, was the guitar impresario who anchored the compositions with vocalist Robert Plant, 64, howling and screeching out the soul. Bassist/keyboardist John Paul Jones, 66, rounded out the band with drummer John Bonham, who died in 1980.?

The incongruity of the famously hard-partying rock stars sitting in black tie under chandeliers at a White House ceremony was not lost on Obama.?

"Of course, these guys also redefined the rock and roll lifestyle," the president said, to laughter and sheepish looks from the band members.?

"So it's fitting that we're doing this in a room with windows that are about three inches thick -- and Secret Service all around," Obama said. "So, guys, just settle down."?

The gala will be aired on CBS television on Dec. 26.
